What is the future of policy implementation in light of a growing domestic debt like for Uganda --- Interest payments take half of the revenue collections (2nd highest priority in our budgets). Isn't growing domestic debt going to affect policy implementation when debt crowds out the little resources

policy development for for context is key. however, policies are also driven by aspirations for highest quality of care. how would we create balance between achievement of highest quality of care and keeping to what the system is able to achieve/sustain?
